Election Information

I, Jennifer Holbrook, District Clerk hereby give notice of the Special District General Election that will be held on Tuesday, November 2, 2021.

Voters must be citizens of the United States; residents of the voting precinct in which they are voting; and 18 years old, or older by the General Election in order to participate.

A sample ballot for Benchland Water District for the upcoming general election held on Nov. 2, 2021 may be obtained from the following sources:

A public demonstration will be held to test the voting devices and tabulation equipment being used for the general election. Anyone desiring to witness the testing is invited to attend, beginning at 10:00 a.m. October 8, 2021 at the Davis County Administration Building - 61 South Main Street, Room #202 Farmington, UT.

All eligible voters will receive their ballot by mail approximately three weeks prior to Election Day.

Polling Locations (listed below) will be open from 7:00 a.m. to 8:00 p.m. on Election Day for any voter in Davis County to return their ballots or vote in person. Accessible voting machines are available.

As required by the Lieutenant Governor’s Election Policy, an audit of the election will be conducted on November 5, 2021 starting at 10:00 a.m. Anyone desiring to witness the audit is invited to attend. The audit will be conducted at the Davis County Administration Building in Room # 202.

The Benchland Water District will hold an election on November 2, 2021 to elect the following offices:

Four (4) Board of Trustee Members

The following (6) candidates have filed to run for Board of Trustees in the November 2, 2021 Elections.

Phil Leonard, Paul White, Ross Ballard, Justen Smith, James Taylor and Judy Rice.


The Benchland Water District provides irrigation service to much of Farmington, parts of Kaysville and Fruit Heights and to adjacent areas of unincorporated Davis County.  The District is governed by a board of seven (7) Trustees that serve four-year terms of office.  At the present time those serving as Trustees are Chairman Scott Bass, Vice Chairman Phil Leonard, Paul Hirst, Ralph Reeves, Judy Rice, Justen Smith and Jim Taylor.

Responsibilities of Trustees as a participant of the elected seven member Board of Trustees of the Benchland Water District are as follows:

  1.  Attend the regularly scheduled and specially called Benchland Board of Trustee Meetings.  Attendance Policy: Miss no more than two (2) consecutive meetings.
  2.  Set and approve District Policy, set and approve District Budget and expenditures, and oversee the District Management.

Qualifications for Candidacy are as follows:

  • Be a United States Citizen
  • Be at least 18 years old.
  • Be a resident of the Benchland Water District.
  • Be a registered voter of the Benchland Water District.
  • Candidate cannot be an employee of the Benchland Water District.
